sous-marine GOUBET 2 / 1903

this is off-topic, but do someone know something on the

sous-marine GOUBET 2 which was offered from the designer Mr. Goubet to the Russian Navy in 1903 and probably made it to Port Arthur for the Russo-Japanese War 1904/05 ?

He previously offered his boat to the French and British Navy without success.

It's possible that GOUBET 2 arrived on board battleship CZESAREWITSCH on 31.12.1903 at Port Arthur.

Has anybody heard something about that story or can give me an idea where I can look further ???
