Shell casings. Place of manufacture?

Good evening, Is it possible to identify a place of manufacture from the stamps on the base of these shell casings? They have been recovered from a recently identified WW1 shipwreck off Cornwall, England. Some of the bases are marked St. Chammond and some SMA, most are marked Roumannie. Many thanks....

Yes, the serial number is 4173.

The date you have given matches that stamped on the base of the 8mm bullets on the wreck 4.16.

Now all I need to do is find a ship, carrying French ammunition which sank after March 1916.......
